Foreigners banned from renting homes in Lawngtlai

The District Magistrate of Lawngtlai District in Mizoram State, India, has banned foreigners, including Myanmar nationals, from renting residential properties effective September 1, according to Arakanese traders residing in India.

Local news outlets reported that the District Magistrate made the decision during a law enforcement and security meeting in Lawngtlai District attended by representatives of the Assam Rifles and the Central Young Lai Association (CYLA) in Lawngtlai.

“Lawngtlai has informally restricted foreigners from renting property for about three months. Now that a decision has been reached during an official meeting, enforcement will likely become stricter. Previously, landlords and tenants rented housing based on mutual understanding. If renting is completely prohibited, living expenses could escalate significantly,” said an Arakanese trader living in Lawngtlai.

Lawngtlai District currently hosts refugees from Chin State and Sagaing Region, along with border traders from Arakan State.

Tens of thousands of refugees from Chin State and Sagaing Region have sought refuge in Mizoram State since the 2021 military coup.

Following the launch of India-Arakan trade in 2024, border traders also began basing their operations in Mizoram State and Lawngtlai District.

Consequently, the ban on housing rentals for foreigners in Lawngtlai District could affect refugees from Myanmar, commodity flows, and individuals who rely on regional cross-border trade for their livelihoods.

Traders in Mizoram State said the enforcement measures were introduced due to concerns over drug trafficking originating from Chin State in Myanmar.

“Authorities appear concerned about illegal drug trading by individuals settling in the area. While transient traders moving back and forth may not face major issues, long-term residents will be unable to rent housing and may have to stay in hotels or guesthouses, which could incur very high costs,” said an Arakanese trader based in Mizoram State.

The District Magistrate of Lawngtlai District also stated that individuals found using fraudulent documentation, forging papers, or engaging in unauthorized border crossings will face strict legal action and arrest.

Lawngtlai District borders Paletwa Township in Chin State and serves as a vital transit point for India-Arakan trade.

As Arakan State has been subjected to blockades by the military junta since town-capture offensives began in 2023, local populations rely heavily on trade routes with India for essential food supplies, medicines, and cooking oil.
